The short answer
AI consulting helps a company decide where AI and automation will pay off, then plan, build and govern it. In the UAE and the GCC, start with one costly process, check the data protection law that applies in your country or free zone, and get a free first answer from Ask AIONSE before committing to a project.
Key facts
- Every GCC country has its own data protection regime, and the DIFC and ADGM free zones in the UAE have their own as well.
- Saudi Arabia’s Personal Data Protection Law has been fully enforceable since 14 September 2024, supervised by SDAIA.
- Ask AIONSE’s Digital and AI specialist, Sara, answers AI adoption questions in English or Arabic in minutes, and the first answer is free.
- Hands-on work, from choosing use cases to running systems in production, is delivered by AIONSE’s consultants and engineers in Dubai.
What AI consulting covers
- Use cases and the business case: which processes to automate first and what each is worth.
- Data readiness: where the data sits, how clean it is and who owns it.
- Build, buy or configure: choosing between custom development, off-the-shelf tools and extending what you already have.
- Pilots and production: AI agents, LLM integration, document processing and workflow automation that run on real data.
- Governance: an AI use policy, risk classification, human review and vendor checks.
- Adoption: training the teams who will use the new tools every day.

Across the UAE and GCC: what changes by country
AI projects use data, so the first local question is which data protection law applies. The law depends on where the company is licensed and where its customers are, not only on the city.
Dubai and the northern emirates
Most AI projects start with customer service, document processing and sales operations. Check whether the company sits on the mainland or in a free zone such as DIFC, because the data rules differ.
Abu Dhabi and Al Ain
Many companies sell to government-linked buyers, so procurement, data location and security reviews shape the timeline. ADGM companies follow ADGM’s own data rules.
Saudi Arabia: Riyadh, Jeddah and Dammam
The PDPL is actively enforced, so data mapping and transfer rules come first. Arabic-first interfaces and answers are usually a requirement, not an extra.
Qatar, Kuwait, Bahrain and Oman
Each country has its own rules and procurement habits. Start with the processes that do not need personal data, and add the rest once the data questions are answered.
| Where | Main cities | Data protection law |
|---|---|---|
| UAE mainland | Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah, Umm Al Quwain, Al Ain | Federal Decree-Law No. 45 of 2021 (PDPL) |
| DIFC free zone | Dubai | DIFC Data Protection Law No. 5 of 2020 |
| ADGM free zone | Abu Dhabi | ADGM Data Protection Regulations 2021 |
| Saudi Arabia | Riyadh, Jeddah, Dammam | Personal Data Protection Law, supervised by SDAIA |
| Qatar | Doha | Law No. 13 of 2016 |
| Bahrain | Manama | Law No. 30 of 2018 |
| Oman | Muscat | Royal Decree No. 6/2022 |
| Kuwait | Kuwait City | No general law yet; CITRA rules cover telecom and ICT providers |
How to choose an AI consultancy in the GCC
- Systems running in production, not only strategy decks.
- Arabic and English, in the interface and in the answers.
- Working knowledge of the data protection law in each country where you operate.
- Independence from any single AI vendor.
- A governance plan from day one: policy, risk classification and human review.
- A baseline and a measure of value for every pilot.
Common mistakes
- Buying an AI platform before choosing the first use case.
- Sending customer data to an AI tool before checking the data protection law that applies.
- Treating Arabic as a translation job at the end of the project.
- Running pilots without a baseline, so nobody can prove the value.
